No it doesnt have an obvious foul smell that i have noted but its definitely a lot more damp looking in that area and green algae looking compared to elsewhere
Pull the weeds out, remove detritus and clean up around it and keep an eye in it over winter … if the gunge reappears it’d probably be a good idea to get a reliable builder to take a look.

Is there any reason why the pipes/drains haven't been fully concreted in ? Not suggesting that it would help with any possible leakage from the pipes but just having soil around the base will be ideal for any weed seeds to settle and grow. I think the advice about getting the pipes checked out for leakage would be the first thing to do.

no i dont know, to me this doesn't look nice. Its something i would like to have dealt with but its been more of an aesthetic thing so i haven't got round to it . One of the pipes also isnt solidly bolted to the wall
