There are different regulations/laws here in Scotland compared to England [ on lots of matters ] so it's utterly pointless to start comparing what happens in the USA with anything that happens in Britain @war garden 572, regarding the police or how they operate, and that comment is totally unacceptable anyway.

There's a private school quite near us too, again in a residential road, and it has chevrons, and every kind of white line in place, to prevent people parking right at the gates. Does it stop them? I'll let you guess....
The bloke a couple of doors down from me drives the 300-odd metres to the school in his huge Audi SUV, drives past all the available parking places then pulls up in the chevron area by the school gate and pedestrian crossing then sits there with the engine running playing on his phone while people try to see around his car when they're crossing the busy road. When his kids are ready he blocks the road doing a 20 point turn and drives home again. Main character syndrome.
If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.
People have definitely got more selfish over the last few decades. I remember parking by a new office building site, legally. When I came out from work, the builders had double parked about 12 cars, blocking me in - nobodywas around the site that I could see. I called the police for advice, they gave me a number to call, I was promised that someone would come out. About an hour later a man walked past and spoke to me about it, he then offered to watch my blind spots for pedestrians while I drove up the pavement, bless him. Nothing ever got done about the daily double parked builders who were there for months. 🤨
It doesn't surprise me @wild edges. There was a similar person whose house we passed on the way to the primary school. I'd see him getting into the car with the son, and I just assumed he was dropping him off en route to work or similar, but I'd pass the house again on the way back home, and the car [Jag or something] would be parked in the driveway. A similar distance from the school as your ignorant bloke, and at the junction of two roads that many children were crossing to get there, and where the lollipop lady stood as it was also part of the school bus route. No idea if he parked like a clown, but I wouldn't be surprised. I'm sure they're the same types who park over three spaces in car parks as well.
