The weather for the last month has been very odd. I've never known in my life for the wind to come from the NE for so long. It's quite rare it comes from that direction to central and Western areas, yet it's been constant for 4 weeks or more now. Yet with full sun during the day. I'm out in not much more than a pair of shorts during the day, yet in the evening i've got T-shirt, jumper, coat, hat and trousers on because of the wind. You can't make a rule because there are so many variables. The PT for instance gets full sun which would boil the plants, yet it has this cooling breeze through it all day to keep them happy right now.
As for potting on then yes it's quite confusing. I believe it's down to if a plant likes constant moisture, or being able to dry out before being watered, but there may be more. As a test I planted out several Basils into different sized pots, the ones in small pots are romping on, the ones in big pots are much smaller and some have died, gone black at the base of the stems (I forget the term right now). I have to be very careful how I water the latter ones.
As far as hardening off is concerned then again, some plants are fine without it, some need it, but consider this: Wind chill aside, if it's 10c outside on a night then it's not far off 10c under glass too so there isn't a huge step for a plant to cope with.
Don't get too caught up with air temps, soil temps are very important too and how many people measure those....
