    I’m wondering what these are on the OP’s plant,  They look like wooly aphids?
    blown up photo is fuzzy but I can see legs on these. 
    Gardening on the wild, windy west side of Dartmoor.

    I had it on my "buzz" a few weeks ago . Picked off the affected leaves and it's started to flower beautifully now.
