Fluffy Seed Heads - Plant ID

I was wondering if anyone knows the name of this plant with fluffy seed heads?  I saw it in a park and though it's flopped a bit now, it looked lovely in winter with the snow and frost.

    Thank you nutcutlet!  I can see it now, the way it is climbing and crawling.  I wonder which one it is.  I guess only some varieties go fluffy like that ...

    @Pink678 Could be C Bill Mackenzie or C tangutica. There is a new one out a mini version but I don't know anything about it.

    Thank you GardenerSuze! I've just been googling clematis fluffy seed heads, and they are so pretty.  I found 'vitalba' which looks a bit like the one in my photos too ...

    Personally I would choose' Bill'  over every other clematis if there is space, the seed heads are some of the best.

    and Bill doesn't seed madly like vitalba. 
    You'll get a better idea of what it is when the leaves have fully opened

    I'll keep an eye on it nutcutlet, it will be good to see the leaves and eventually the flowers.

    If it is C. vitalba it is a dreadful thug. On the A483 between Ruabon and Halton Roundabout 25 years ago there were a few bits of it, now it is over every tree on both sides of the road for about 4 or 5 miles. Oh and the flowers are nthing worth getting excited about either.

    Looking again at the photo I don't know if it is C Bill Mackenzie does it have the dark seed at this time of year? It is lovely to see but I still love 'Bill'.
