Yes, I've noticed this but not in Surrey. Wind-burn often happens on the coast, but usually it is the salt that is blamed.
Usually Britains stongest winds are from the west and humid. East winds also pick up humidity crossing the North Sea. We don't get dry Föhns or Mistrals.

For many years here we were accustomed to heavy snowfalls. The deepest were usually from the west, with large snow crystals making big drifts, but it was the ones from the east we hated most, always bitter winds and smaller, harder crystals that hurt your face.
Recent years have seen less predictable weather and less snow, but we still have to prepare for it and keep the larder stocked in case!
