Early in the year, my wife buys a new pot of parsley from the supermarket. When it is stripped, I split it into about 3 and repot it in new compost. I keep them in the greenhouse until needed.
I later plant them in my herb garden.
I have difficulty growing parsley from seed, but find plenty of self-sown seedlings. Still small, but they have survived this winter outside.
I treat basil the same way (except for the seeding).

There are a couple of old wives' tales that only witches can grow parsley and if you want to grow parsley, pour a kettle of boiling water onto the soil where you plan to sow the seed. Sow the seed into the warm soil. I have never had a problem growing parsley but I do keep my broom and black cat under the stairs!
