    Rather than chop the height all back … I would try to remove about a third of those stems at the base … taking out the eldest of the stems and reducing the congestion. I’d sprinkle some slow acting organic fertilizer like Fish, Blood & Bone around the base. 

    With luck that should stimulate new growth from the base. 

    Then in a couple of years or so I’d take out some more of the older stems … and carry on rejuvenating/maintaining the shrub like that … in that way you’ll retain the height and shelter that the birds need, while also improving the health and appearance.

    Was going to suggest what Dove said, start with taking out a third of the oldest stems.
