    Also, it's in a TPO area. Do you think they'll let me replace it?

    It would only be covered by the TPO if the TPO is regarding a woodland depending upon seedlings and saplings for regeneration .... a little self-sown seedling like that in your garden isn't covered ... it's regarded as normal garden maintenance ... weeding.

    Presuming you have a bigger ash nearby, don’t worry about replacing it, you will have about 10 of them a year popping up. The trick is to notice them when they’re little, if one grows up for 2 or 3 years hidden by something else then they’re a pain to remove

    It's a woodland type of TPO, not sure about the "depending on seedlings and sapling" part.

    That's complicated. It's in the "Managed areas" part of the site I own property on, so it's owned by the Management company formed after the build completed. I'm a director of that company fwiw.
