Trachelospermum jasminoides - Dead? Hungry? Thirsty?

I planted this Tracehelospermum Jasminoides a few years to act as a screen from the garden waste bin, and it grew fairly well for a while, but was never very convincing to be honest. Other plants around it have not had particular problems. But now, instead of any sort of Spring growth spurt and flowering, I have this in late May.   What's wrong with it? And if it's dead should I plant something else, or - suggestions please - something else?

    The red leaves are caused by cold and will return to green assuming the rest of the plant is ok.
    They need lots of sun, lots of water when it sunny/hot and feeding.
    Also they're not hardy throughout all of the UK

  • Thanks @Pete.8   A general feed or something particular?   I live just near Windsor, where we don't get the extremes of weather as occur in other parts of the country, so I would expect it to be hardy.

    Some blood, fish and bone or Growmore (a handful spread around the root area) in the spring and a thick mulch of rotted compost/farmyard manure on top.
    Plenty of water when it's hot/sunny and I'd give mine some tomato feed every couple of weeks until it flowered - no need after flowering.

  • Thanks for the advice and encouragement, @Pete.8  A lot of watering and regular liquid feeding and look at it now...

    @matthewcaminer I have been writing on the forum since January. There have been some questions that I have spent sometime on, to give the other person the help they need. It is great that you have taken time to photograph your Jasmine and let those who have taken time to help know it's doing well. 
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.
