On 12th april msqingxiao suggested Manotoka...this is the common name for Myoporum...there are several species. It is a plant that I have never seen/do not know anything about.
Pat E ruled out Myopum floribundum ......with needle, hanging leaves.
Borderline suggested....I suspect they are Myoporum Insulare or Myoporum Laetum
However the image Pete has added looks a jolly good match. I should have done more research!!!!!

Yes, you're absolutely right @Borderline did come up with the same. I didn't read the whole thread, I just googled 'Portugal hedging' and saw something that looked like it on the post I provided in the link above on the assumption that the question remained. I looked on line and found close ups of flowers of Myoporum laetum which showed pink spotted ....so I wasn't happy about that.

It looks like Myoporum laetum. I looked closer at the photo that I posted here, the flowers much the same with myoporum.
