    Education will make pet owners more responsible and maybe bringing back dog licenses too.   Some places in France are DNA identifying dogs to identify uncollected poo and fine the erring owner with a clean up fee.  Some councils in England are considering it too.    That could be extended to all pet ownership and would make people think twice about getting a pet they can't manage.

    As dog ownership has exploded since the pandemic, we need rules to keep up.  I would favour compulsory registration with every dog having a named adult responsible for it and required attendance at dog training with annual top-up sessions.

    XS Willy dog owners have lots of rules to comply with including registration, insurance and muzzles in public but there have already been attacks and deaths since the rules came in.     I don't know about people enticing the neighbours cat but many years ago a friend who was very much a 'cat person', and had several, thought one of his cats didn't look quite right.  It was stuffing its face at the feeding bowls and it was only when it turned he realised this cat had 2 eyes, his only had 1 eye.  Both were jet black with no other markings so it wasn't immediately obvious.

    No rules are ever completely watertight, but that's not a reason not to have some in place, if only to make owners think a little harder about their responsibilities.

    The problem will be more with owners not complying with the new laws, than the new laws themselves.  There was an incident recently where a woman was killed by two of these dogs.  Prior to the incident the owner had said that nobody could tell him what dogs he could own or how to control them.  With that attitude, which I suspect is pretty common amongst owners of that type of dog, there will continue to be incidents.
    I generally agree with the the argument that there are no bad dogs, just bad owners but as long as there are bad owners something has to be done to control the types of dog available.

    There are bad owners ... and bad living conditions.  A large dog confined to a tiny home with limited or no outside space is going to become a grumpy dog, especially if left alone for long periods.

    ...but, which breeds would you like to 'fight' off should they attack? Would you fancy your chances against a Jack Russell, pug, labrador - what about a staffie, pit bull, rottweiler,...?
    All dogs can bite - fine - it is what you can do about it when they do  that is the issue isn't it? 
    I researched this ...
