This small tree has fern like leaves and grows very slowly. It appears to be just a single stem and has only developed a couple of small branches over the last few years, which have not amounted to anything much before dying back.
Should have grown a little more. As a young tree did you water it well...especially in dry weather? What does the bottom of the tree look like? Please add a clear pic. Have you kept it clear of grass? Did you mulch it?

Sorry..... neither is Gleditsia triacanthos ...common name honey locust....leaves are a very different shape...see below
