I suspect they are Ligustrum Japonicum Varigated. Quite common in lollipop style.
This is also possible...another with opposite leaves. But to give a positive Id I still feel we need clear close up pics. After all Holly was 1st suggested by 2 people. I am not 100% sure leaves are opposite.

The hollow looking branches are common on most evergreen shrubs. Sometimes, in harsh winters, the leaves will shed a bit, but with a bit of light pruning in spring, they should rejuvenate.
