There's very little opportunity for kids to get involved in tennis either, just as one example. That doesn't stop the LTA getting millions of public funding.
There always used to be tennis courts in all the municipal parks. Tennis is 12th on the list of participation sports in England, apparently, and it is certainly true that success at the international competitions encourages people to have a go at that one.
I don't know on the sailing/rowing - there are sailing clubs all over the UK. But of course, we have won a lot of medals at those, which will be why they get so much money, even if they are nowhere on the top 10 list of participation sports (rowing is 15th but that includes 'indoor' rowing)

All receive local authority, lottery and other public funding ... and that's just five places that I know of in Eastern England (but have no involvement with).
You do have to make a bit of an effort to get your youngsters there, but it's all doable.
A single mum I know (who has a responsible full time job) takes her 5 year-old daughter from near the Suffolk coast to Cambridge every weekend to ice-skate ...

I wish I'd had sailing funding when I was a youth. My boat was rather bodged together and tended to break quite a lot. The rudder fell off once and left me stranded on a mud bank. A kind person eventually towed me back and my dad was very relieved to find that I'd managed to salvage the rudder.
If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.
I tried it a few times with the Young Farmers who used to sail out of Southwold Harbour ... I loved it but it was all a bit scary (it's a notoriously difficult harbour mouth to get back into). I'd have loved the opportunity to try it on a lake like the youngsters can now ... those opportunities didn't exist then ...

My (state comprehensive) school had tennis courts in summer - also marked up for netball in winter. I loathed both and skived off whenever possible, but the facility was there. If I'd wanted to try bobsleigh that wouldn't have been available. I knew some people who had skating lessons at the local ice rink but that wasn't cheap, we didn't have the option as part of school PE/sports. I expect they have that option in the countries that are more oriented to winter sports.

Most folk start with skiing or snowboarding before opting for one of the ‘sliding’ sports … others reach it via athletics/sprinting. It’s not the sort of activity you start children off with …. 😱
