  Your potatoes have a  mild case of Black Scurf Rhizoctonia solani It won't do you any harm but that's why you can't get it off.

  Skandi, I read all about it and I think you're absolutely correct!  I'll have to wash and soak my grow bags in a weak bleach solution.  This past season, I used Coast of Maine, Ber Harbor blend in my bags.  They have the best products over here in the northeast.
