What is this plant

Can anyone tell me the name of this shrub

    The photo is rather close up, which is good for seeing the flowers, but it's hard to tell the size of the plant. It could be Thyme. Is it small and does it have scented leaves if you crush them?

    Here is another picture. The crushed leaves do smell but I don’t think it is tyme.

    It looks as if it could be Agastache foeniculum. The plants, when crushed, smell of aniseed.

    I still think it looks like thyme, it has little leaves. Not all thymes smell the same, there are different varieties and there is a lemon scented one, maybe more than one, too.

    Summer savory is similar but the leaves are longer.

    I have both the above suggestions and it isn't those.

    The leaves are not of Agastache.

    Agreed Lyn, they are too small. Its difficult to see when the picture needs rotating. At one point I was thinking Hebe.
