I suspect thirst as it's been so very dry but maybe also frost damage to the buds.

I suggest copious watering so it gets deep down to the roots and then wait and see if it recovers which might take a week or three.  If it does, just trim off any dead ends above the new shoots and then give it a good feed and keep up the watering till there is some significant rain.

We bought a young wisteria in flower and were very disappointed when the next two years all the flower buds did that. I realised that the buds were swelling just as cold, easterly winds were swooping through the garden. The next two years I threw a bit of fleece over it for a week or so and it went from strength to strength. After that it needed no more cosseting and is fantastic, now.

Mine has done exactly the same - the developing flowers have been frosted and then baked by the sun in my case.  Oh well, there's always next year..

Feed it some tomato or rose fertiliser and see if that helps.  My 2 mature ones flower reasonably well all thru summer after a wee rest form the first flush.  Even my smaller 10 year old in the Belgian garden had occasional blooms after the first flush.

I wouldn't do anything yet. When you are absolutely sure you can cut out dead material but leave it to recover and grow for now. It's only a baby, it needs time.

Photo needed and yes, don't cut anything before mid to late June.
