Are we talking at cross purposes here? Syringa or Lilac doesn't have fronds it has leaves and long conical flowers. How you can tell from a photo of the plant Borderline mentioned whether the leaves feel soft.
Maybe the pink-flowered hyssop? https://en.wikipedia.org/wiki/Hyssopus_officinalis ? (One of the pics on that site has blue flowers but shows the foliage well, the others are pink). It would fit low-growing and aromatic, but I don't know about nutmeg-scented.

Like @Borderline said, a kind of Diosma: ericoides or hirsuta. I have Diosma hirsuta ‘Pink Fountain’ in the garden. Lovely plant, nice pinkish flowers all winter, but needs protection from frost, especially with the cold spells we are having this April!

And there is a definite smell of nutmeg when the fronds are crushed
