It's entirely likely that the kennels were there long before many of the existing houses were built. They are certainly there already if new housing is going in. Covering the countryside with houses isn't the fault of the kennels.
A lot of parliamentary time in the Blair government that could have been spent to improve the lives of humans was wasted on making a law that was going to be circumvented anyway
Unless the dogs are in a secure area, they should be on a lead.
I was walking my friends Jack Russell on a lead on a dog beach in Australia, when a huge mutt came bounding up, grabbed her by the scruff and shook her. She was screaming, I was screaming, and all the owner did was run by and then shout the dog. Then he tried to blame me. We were both shook up , and we didn't even get an apology.
On another matter. Has anyone seen the TSB advert where David Schwimmer says that "Cash is sordid." ? I bet he wasn't thinking that when he got a million dollars an episode for Friends. With 20 mill a year from reruns, I wouldn't have thought he needed to do adverts.

I always think that when I see A-list actors performing in TV adverts. Don't they remember what it was like when they were young and struggling and ready to accept the most demeaning offer if it got their face on TV? Some up-and-coming actors get their big break through doing adverts eg Anthony Head/Gold Blend. The likes of George Clooney can surely make ends meet without advertising coffee.
Whilst assembling my shepherds pie, it occurred to me that winter in tier 4 must be a bit like prison or a cruise ship. Not much to think about except what's for dinner.
Another missed supermarket delivery The slot was booked for between 9 and 10pm but the driver turned up at 7:30 with no warning and just started hammering on the door. There were no lights on in the house and we were just getting the kids off to sleep so neither of us could answer the door and the dog barking managed to unsettle the kids enough to add an hour to my wife getting our youngest into bed. Apparently the driver decided to go home rather than come back during the time slot we'd paid for but didn't bother to let us know. I suspect that the supermarkets are not booking many of these late slots so if a driver is done with the rest of his drop-offs by 7ish then he doesn't want to sit in a cold van for 2 hours if he can just go home. I don't blame them for that but if he'd given us a bit of warning we could have kept the kids up a bit longer and sorted it out.
If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.
