I have seen Claire Austin grown as a shrub--it is very big, though not as tall as the climber. I agree the colour is superlative and rather different. My garden is not large enough to grow one but it is on my wish list. You could try searching by size and colour on the Peter Beales website and see if anything fits the bill.
I inherited a Claire Austin as a shrub when we moved house and it does get a little out of hand as the branches arch out a lot. Some branches are at least 6ft of you straighten them out. Having said that, it's a beautiful rose so I'm happy to put up with it's slightly untidy habit.
Having bought mine as a climber, it's now reached 7ft-8ft which I'm trying to train over the top of my arbour. It is however rather untidy, just beware that if you want to grow it by a front door, it will need constant pruning. It doesn't mind that and it's so beautiful, I forgive it.

When you say grown as a shrub, do you mean the standard bush? I can’t find any shrub as such, only the rose standard, that is an odd shape, and the climber!
When Claire Austin was first introduced a few years ago it was a shrub rose but probably because of its lax habit and long branches David Austin probably decided to change it to a climber. It is beautiful, just needs taming!😂
