If they're already in the ground the best time to move them is in the autumn just after leaf fall because then the soil is still warm and the roots will be able to grow away underground and settle in before they have to start pumping sap up to the top to produce the flowers and foliage.
If they're in pots then all the more reason to keep an eye on the watering and feeding as they are entirely dependent on you for both but you can plant them any time as long as you keep them watered for their first growing season if you leave it till next spring or later..
