There may be 2 separate shrubs there.
The plain green leaves with the pink flowers, looks like a Spirea.
How can you lie there and think of England

spiraea douglassii, a nightmare of invasive sukering roots. I'd remove it ASAP

Why are these shrubs sold for gardens?

The same way industrial white sliced loaf is sold - someone will buy it because they don't know any better.
Vendée - 20kms from Atlantic coast.

Can it be kept under control by cutting it to the ground when it’s done flowering?

I got rid of one by cutting it to ground level, watching out for shoots and snipping them off. The plant eventually gets exhausted. It was sneaking under next door's fence, but it gave up in the end. The reddish brown suckers are easy enough to spot if that's happening in your garden too. It's a PITA but there are many worse weeds.
