Is this a sucker on my rose? And should I remove it or not?

Hi everyone, I've come across this vigorous new stem on my rose that has already got a bud forming. Initially, I was please that my rose bush has got some new strong growth but after some research I have found that it may be a 'sucker' and need removing... However, I'm not sure if this is a sucker or not... Please help!

..that's ok.. I do make the occasional blooper, but I rest easy on this one too…
