  I'd leave it a few weeks before hard pruning. Not sure it'd survive being moved. 
  Cotoneasters are pretty cheap plants if you wanted to buy another one.

  But dont they take several years to get to this size?

  if it's in the wrong place, you could try moving it, ( nothing to lose if it's being dug up anyway ) if not , they're pretty quick growing.
