It's not complicated really. If you were considering slabs, the circumference is 6.3m. Say you wanted the border 0.5m wide, you'd need 6.3 * 0.5 = 3.15 sq. meters of slabs (actually a bit more as it's curved).
But you're looking for pebbles or gravel, then same as above * thickness of gravel/pebbles. If you wanted the gravel 2 inches deep (0.05m) then it's 6.3m * 0.5m * 0.05m = 0.2 cubic meters of gravel/pebbles
1 20kg bag of pebbles/gravel will cover an area of 0.25m to a depth of 50mm (2"), so 4 bags per square metre *6.3=25 bags of gravel will give you a border 1 metre wide (but I'd buy 30). If you wanted a border 0.5m (18") then about 12-15 bags will do.
When I made mine I guessed how much I'd need, then realised I needed more so went back and got a few more bags.

It's more so in the water i'm talking about. My previous pond was a bare liner bottom and you could see the liner even in the depths (once the algae had passed). And it always bothered me.
MY vision is to fully cover the liner, beneath the water, almost like a river bed. I believe I come across such a pond on here once. Think it was @Lyn

Gives me something to work with
I'll be delighted if I ever see a hedgehog in my garden though.

Yes I plan for most the edges to be heavily planted like your picture. Then one shallow pebbled beach.
I suppose I'll make the pond, then just order pebbles until I have enough.
Good luck and there's plenty of help on the forum if you need it
