  Rubus tibetanus is the closest thing I could find too, and I’ve been through the list on the Cambridge botanical website but I’m still not convinced, it just looks too blue in the pic to be the rubus, maybe it’s just the light in the pic though. It also looks like a New Zealand blue grass but again just not quite

  The blue tones are turned up a touch high in that photo. You can see how blue the snow looks in the shadows too.
  

  If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.

  Have you actually been to Cambridge Botanic garden?
  Or did you just find that pic on www?
  It appears to be an identical image to my 2nd link above.
  
  It would be very easy to work out where this plant is in relation to trees in pic.
  You could then get the idea if it was a twiggy silver stem shrub or  Poa labillardierei,
  soft New Zealand blue grass...which is also on the list of plants for Cambridge Botanic Garden.

  May be someone here lives in Cambridge and could check for you.
