I will be sowing Antirrhinums at the end of this month, but although March works for many, I will be starting Cosmos and some peas in February. I agree that noticing the weeds grow is a good indication of when to begin.
Just to add, Cosmos takes far too long to flower in my climate, so I give it a head start, but the rest of the annuals do fine in March.
I agree @Hostafan1,i was so impatient last year, after years of being in Spain I couldn't wait to get stuck into my garden here,where there wasn't a cacti in sight! But I started much too soon,and I'm not even looking at my seeds till March this year!

I do sow a few things now just three or four seeds in pots then again in February just to try and get an early start or flower this year like Hollyhock, Delphiniums, Echinacea if they survive great, I do have lights and warming mats which all help of course.
