Roses are best moved when they are dormant and all the leaves have dropped. I think Monty said he wouldn't normally have moved his rose now but had to do it (can't remember why), but I could be mistaken.
Lizzie is correct - the best time to move is when they are dormant, same as with most deciduous plants. So sometime between Late autumn/winter depending on your area and early spring.
You want to be doing it during a period of mild weather when the ground is not frozen or waterlogged and you're unlikely to have severe weather in the immediate future.
that of course is pretty unpredictable at the moment!
However if there's a reason why you need to move the rose immediately and you can't wait then moving it in Autumn would be ok.
In the Gardeners World episode Monty just says "you can move roses and now is a good time to do it".
Just to say, regardless of what Mr Don says, if you're confident enough and have a reasonable knowledge of how things work, you can move roses any time of the year... I've moved 4 already, as early as August.. July some years... if you know what you're doing it's not a problem... do things when it suits you.. obviously flowering is going to be affected and it causes a severe shock but they recover... ...I haven't got time during winter or Spring so much...
oh.. and I've just watched him move a rose on the last programme... please, don't be conned by all this mycorrhizal fungi crap.. if you're replanting in soil that is fresh i.e. not been used for roses, apples, pyracanthas etc... and your earth is in reasonable condition.. i.e. you have worms... then you don't need it... it's just another trick to get us to spend more money.. why he uses it I've no idea.. his soil looks pretty decent to me...
