My next door neighbour is quite burly and he failed to shift it. I may have some burlier builders coming in the next month. I may leave it for them to tackle!

Unfortunately he OP does not specify the model of their Felco sécateurs nor provides a photo. I have used my faithful Gardena sécateurs for many years and find the one-handed safety lock extremely handy.
I'm surprised at @wild edges 's comment "I use the leather belt holster and stopped using the lever altogether. It's so much less fiddling about to just pull them out ready to use." On my Gardena sécateurs there is no "fiddling about" with the safety lock lever. The handle width of my Comfort Secateurs is adjustable to accommodate for different hand sizes. Again a very handy feature, I use it all the time.
My model is similar to the one illustrated here, although of an older generation. Mods take note, this is not an ad for Gardena!

I do not sharpen my sécateurs myself but twice a year I take all my gardening tools that need sharpening to our local knife grinder: sécateurs, shears, lawn-mower blade, etc.

I've got 2 pairs of Felco secateurs.  They are both left handed but on one I am constantly catching the safety catch and locking them shut.  No problem with the other pair which really doesn't make sense.

I bought the small lightweight Felco's (I've got very small hands) about two years ago (about £30 from memory) but didn't really get on with them and went back to my cheaper pair which I find more comfortable. Shame really.
