My compost heap is bone-dry

My compost heap is like a pile of straw, hay and twigs. Would it be worth putting the lot through the shredder before wetting it? Or should I just leave it until the weather 'improves'? Although it faces south and gets plenty of sun, it's under a large tree so hasn't benefited from what little rain we've had.

Look at those wee faces posing for the picture.
I do agree they can be a bit of a shambles. One across from me got it's head stuck in the gate...every morning!
