That rose looks as though it has fertilizer burn, maybe caused by the manure too close to the stems, I can't really say, but the browning crumpled leaves are an indication of that. I get it on some of mine if I have given too much manure too close to canes. It does recover in time, but that one above looks pretty sorry for itself.. the rose has a scorched look about it..
The Diorama too has caught some of that same problem, I think it's the manure. I have to be very careful with it, I have lost several small plants that were too close to the roses, because of the composted manure. It's very good for roses but you must keep it away from stems and other plants..
I can't think what else it can be, regardless of weather, it should be growing back by now and putting on growth, but that one looks stunted in every way. I would not give it any more manure, this year or next, if you keep it going, and you will just have to wait and see on it... if it's any consolation, I have a small rose like that, and I know it's been my fault in mistreatment, too much manure, too much fertilizer on too young a plant. It's showing signs of recovering, so I'm just going to leave it alone, and do absolutely nothing to it whatsoever, until it recovers..
You have 2 options. Be patient, or get rid... I'm sorry I can't be of more help to you.. fingers crossed...
I should add, there is one thing you could do, try and wash it through, it sometimes works, if you soak the area thoroughly [with rain or soft water if you have that], it can get very dry against a wall, so I would soak the area from a large watering can or bucket, and see if that helps, it can wash any problems through the system, as it were.. this can be effective, I've done it..
Thank you so much. That has been very interesting and makes complete sense! I have tried hosing off and think I will just wait and see. Until they recover, or if they recover, can I plant clematis nearby?. I need to cover quite a lot of wall or it is going to be very boring! appreciate your opinion

Yes I don't see why not, plant some clematis, although they will need quite a bit of watering this year, against a wall... I'm sure it won't take long to brighten things up which makes you feel better, then you can let the stragglers be and get on with it in their own time...
