Without knowing the roses you have, or how long you've had them, it's difficult to be precise, other than hard pruning and generous feeding with a proprietary rose fertilizer. If you're getting the hot dry weather we're having then in these unusually extreme conditions you might have to water generously too. I wouldn't normally need to do so, but this weather is off the scale for us...
Some roses are generous with new growth whatever the weather... others less so..
If you can get rose fertilizer containing alfalfa, that is good as it's recommended for producing basal growth... there is a brand sold on Amazon that I recommend for this.. if I'm allowed to advertise it,... 'Empathy After Plant Rose Food' which contains alfalfa...
