What would grow well with a holly hedge

  I thought the building was a bit odd too @Silver surfer, but then I wondered if it was a building that had been divvied up into flats or something, with the bottom ones having the outside space. It did seem a bit strange though.
  I didn't look closely at the foliage though - your eyes are better than mine
