Sweet peas slow growing

I planted out my sweet peas 3 weeks ago at the base of bamboo canes in a tripod. They were sowed two seeds to a plug and planted out like this. However even after the recent hot weather they are very slow to grow. The plants look healthy and new leaves are there, they don't appear to want to grow up the canes! can anyone…
