I'VE FOUND IT! It's not for sale at the moment, but will come available again later this year. The National Dahlia Collection down in Cornwall were so helpful when I phoned. It's Gallery Vincent - looks decidedly pinkish in some photos but found others that showed the lovely orange I remembered. Thanks @Mark56 for putting me on to them
I also buy Garden News, there was an article 24th March issue, by Dave Gillam, who has grown for over 25 years, and won various championships, he says as they shoot from underground having too much light and air, means they DONT, so I covered up my pots with plant saucers, althought anything will do he says old compost bags, for 7-10 days, it worked, they are a few inches tall after a week, and now outside. He says if this method doesnt work, push a long knife into the centre of the stem twist until the stem splits down to the crown, and then leave it see what happens, or give the pot a good soaking of water (as hot as the hot tap will give you) pour around the top of the pot enough for it to drain through the bottom.
Thanks Nanny Beach, I've planted some more dahlias, from Wilko as advised above, so will bear this in mind if they don't appear.
I mentioned in my opening post that I'm a seasoned dahlia killer, so am now looking for more advice on the best way not to kill them next winter. I forgot to mention that as well as getting a lot of rain (west Wales), we have well drained moist soil and a polytunnel. Would it be less risky to plant some permanently in the polytunnel, and if so what would be the watering regime in the winter? Or does having well drained soil, even with epic amounts of rain, make it safe to plant all of them outdoors and mulch well over winter ?
Carmarthenshire (mild, wet, windy). Loam over shale, very slightly sloping, so free draining. Mildly acidic or neutral.

Also bought some new ones this year and planted at the same time and they have'nt shown me any sprouts yet.
