I think those are smaller but, whatever it is, if you're planning to keep it and get it looking its best, you need to cut it back as low as you can and soon, before the new shoots start to form so you get proper, natural, pointed leaves and not brown edged tips.
It will be tough to cut but you can use hedge trimmers if you have them. Scatter on some pelleted chicken manure when you're done.
