This is Japanese knotweed. A picture that we took last w/end (not in our garden I hasten to add), and I don't think your weeds looked like this Derek. If your estate agent was trying to fob you off, then he should be reported to the council.
I still think it's something in the persicaria family, which JKW belongs to, but I'd wait for the expert to tell you. I have several sorts of persicaria in my garden but not JKW.

if it is jap knotweed its very young, it doesn't have the typical zig zag growing style.
you could dig up what you can see and burn it (do not bin it!) and hope nothing comes back, might be worth while showing your building report to the neighbours and see if they'll do something about the knotweed (if it is knotweed) on their side

It could well be Japanese knotweed.
But do not despair.
We had it in our old garden.
We treated it with Roundup...used as instructed. on the bottle.
It was killed after a couple of applications and in 35 years never came back.
Wait until the spring and it is growing vigorously with lots of fresh leaves/large surface area to spray. Then zap it.
Never try to weed it.. dig it out or or cut it down.. never add it to council green waste.....even tiny bits can regrow.
It can grow through tarmac /concrete etc.

Veins on Houttuynia cordata are very different. from the leaves shown.
They can be ruled out.
