My cosmos are all self-sown since none of the ones I tried to start in pots germinated this year. I don't water them or feed them. I'm having the same issue. 4 beautifully green and bushy plants with almost no flowers. Oh... and a fifth little weedy thing about 8 inches high flowering away. One of the bushy ones has started to get flowers so maybe the others will throw a few out before the frosts.
I was given two tiny seedlings by a friend who had grown them from seed. Hers grew to normal heights and flowered through the summer. Mine grew to the size of little fir trees ( one reached 8ft) with lovely foliage but no sign of a bud. I had given up on seeing them flower but didn't pull them up. Eventually they did flower( first one on September 12th) I have just returned from holiday to find a Cosmos tree with a stem measuring 2inches in diameter and full of flowers and buds. Sadly the wind blew in the night and snapped off the main stem. Apparently it may be due to some African seeds which flower when the length of the day is shorter so in uk this means September onwards. Who knows?
I've grown cosmos in my garden for years and have always had masses of flowers right up until November, this year I pinched them out the result not one flower. 🤷🏻♀️

I regularly pass a beautiful display of cosmos in front of someone's house. Wonder what their secret it.
