Looks like Heracleum sphondylium....common name hogweed.
A weed.

Common Hogweed - grows wild and free
Ammi majus - you have to buy seeds and sow them and grow them
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
Thankfully not Giant Hogweed. Don't be tempted to think if you like this you'll like the Giant version of it.

If you decide not to keep it and considering strimming it down or pulling it up, wear protection as the sap can cause serious eye problems, skin irritation and even burns and blisters.
