What's eating my dahlia and lupin flowers?

In the last week both my dahlia and lupin flowers (not the actual plant) have been completely eaten. The leaves are still intact. I did see a squirrel about during the day digging around the same area but it did not touch the plants. Would a squirrel eat the flowers or could it be a rogue rabbit?! I live in a town. Any ideas?

    Quite possibly snails or slugs. They love both Dahlias and Lupins. I find they are really at risk after rainfall.
