Blistered skimmia leaves

Me again. I took a cutting from a skimmia last year and it has grown well and put on lots of new leaves. Unfortunately the leaves are covered in white blisters or raised bits. There are no signs of pests or aphids just lots of bumps on the leaves. And nothing on the back of the leaves. Any ideas?
