Black spots on under side of leaves

These were growing in the soil and appear to have the black
things in them
This is the underside of my peony with the black thing
attached with what looks like a web. Anyone know what
this could be?

I raised those peonies from bulbs last year.
I'll go as far as I need to to save them?
I've wiped off as many as I could see. Should I wipe the leaves with neem oil?
I bought the neem oil for my banana magnolias- they have
white spots on all of the leaves. ? It didn't help. I had to laugh at your gloves comment- I am a critical care nurse so I do wear gloves for a lot of things but not cooking?. Are you saying that wiping the leaves with garlic would help?
I'll try the baking soda this evening.
