I have a flamingo Salix, it's around 8 yrs old, this spring it's only grown on the ends, and stayed there no more growth for 4weeks, we've had hot sun and rain but not moved, any advice please

all that white on the leaves makes those very feeble plants. Not enough chlorophyll. They need constant supply of water, not too much sun and not too much wind
