Hydrangea plant

We moved into a house that had Hydrangea plant outside.We moved to the house last summer so the flowers were blooming.
I pruned the Stem in March and as a novice gardener I did not do anything else. I bought liquid rose feed yesterday and whilst watering the plant, I noticed some of the stems and leaves had white things on them. I'm not sure what these are or what to do. I have pruned the affected stems.
Does anyone know what they are and what I need to do please?

Caterpillar I think, too early to say which but someone else is bound to know.
I would wash them off before the hatch and eat your lovely hydrangea!

Mealy Bugs.
Scale insects - use soapy water and an old tooth or nail brush to remove them or paint them with a small brush dipped in methylated spirits.
Pretty sure it's not Scale insects, they stay stuck to the branches.

Oh no, will neem oil spray work on them or do I need to get special insecticide?
I think the organic treatment is to spray the insects with soft soap ... it's a 'contact' treatment, so you need to spray under the leaves and get the insects themselves.
