Sweet Peas

I finally thought this year with the nice weather I would get a good batch of sweet pea flowers. They have grown really well but I'm so disappointed this morning going out to find lots of sweet pea heads are missing ????. I would have had enough to pick for a vase, the long stalks are left but flowers clearly picked off. Who is pinching these and how can I stop them?!

Birds love the flower buds, netting will help or a little 'windmill' stuck in the ground keep them away.
I think it must be the birds as couldn't see anything buds on the ground and I have seen a few pigeons knocking about now you come to mention it!
