A rather irrational judgement but they really do look like useful plants and not weeds. Perhaps thats because we know more than we realise about our plants.
I believe they are Helianthus (annual Sunflowers) due to their height and leaf shape. The perennial types tend to be more bush-like in appearance with the stems growing from a cenral point.
These have individual stems growing a fair distance apart. Maybe the previous occupant had grown Sunflowers in that border and some of the seeds fell and have germinated - or were planted.

In a clump like that it's unlikely. Not sure, but maybe perennial sunflowers, Heliopsis.

Yes, could well be. They also look a bit like my jerusalem artichokes which are in the same family but I'd go with heliopsis.
