If it is a Vinca, it tends to spraw from its original area if not kept in check. This plant may have come up from another area (possibly your neighbour's garden), which is why it flops about. It may look pitiful, but if it is a Vinca, it is far more resilient and will look much better once it is cut hard. When you say growing up, can you see where it is planted? Vincas do grow upright, but probably no more than 45cms.
Right ive had a good root ( pardon the pun) and it is growing in my garden. I do recall buying some ground cover, thinking it had died and thinking no more of it- could perhaps have been this and its upward growth confused me.
I'm thinking there isn't room for it anyway. My newly identified Pieris Japonica can hardly be seen.
Could I dig it up? God knows where it would behave though
Or should I be brutal and chop it right down. I am a total novice but can't see how those withered brown leaves will become happy even if I do relocate it. I hate when I kill plants.
There's nothing wrong with removing plants. After seeing the picture taken further back, it must be a different kind of Vinca. The leaves look huge against your Pieris. When I searched again, the only other Vinca Major looking similar to your one is something called Wojo's Gem. If you like it, you could lift it up and pot it up and leave it until you decide. Or you can give it to someone. I'm sure the Vinca will transplant happily somewhere else.

No need to feel guilty. When a plant is out of place, then it should be removed/destroyed.

I think I'll dig it up, pick off the dead withered bits and try it somewhere else where I won't mind it sprawling.

I am still puzzled.
The texture of the leaf looks very thick and it appears very extremely waxy and shiny.
Never seen a green leaf with that slash of white in the centre.
Doesn't look quite right for Vinca or Euonymus.
It is almost as if it isalso producing white leaves with no chlorophyl....which then die.
Do stick it in a pot and see what it does!

The name Vinca sounds familiar but typically I've lost the Id card.
The top leaves are waxy yes but those towards the bottom are paper thin.
