Espalier pear in first year

I planted a pear maiden bare rooted last winter, pruned back as instructed but out of the three shoots I need (vertical, left and right), only the vertical and one horizontal is growing.  The other horizontal has a few leaves but no sign of a growing stem.

Is this normal, nothing to worry about and the other horizontal will grow soon (hopefully!)?

    Bumping in case anyone has any suggestions?  I still don't have any growth on the right hand side so just have one lateral growing ?.

    Try making a little notch in the bark an inch above that potential lateral and taking a sliver of bark out. There may be U-tube videos online showing how.
