Acer disease

Our acer palmatum is three years old and growing slowly in a tub. After coming into leaf this spring it has developed a crop of coalescing excrescences on the trunk. They look like multicoloured ladybird carapaces, but underneath when scraped off there is sticky white "frothy" fluid.

What is it and what should be done?

    There are a few threads asking about this at the moment. Sounds like scale bugs - I was calling them mealybugs but they are slightly different.
